By-laws

 

Our By-Laws :

MEMBERSHIP DUES AND FEES.

 

1 Our yearly dues are $52 per family with mounted members and $26 per family with dismounted or civilians. We will deduct $1 a week for a mounted family and $.50 a week for dismounted and civilians for prorated memberships. Our year begins on December 20Th.

2 For members to remain in good standing to vote or to hold office dues must be paid before January 1ST each year and they must have attended the required events from the previous year,and be 16 years old or older.

3 Anyone who wishes to be considered for membership must complete an application. Applications are available from members or from our website. Your application will be reviewed by the Palmetto Partisans Rangers and you will be notified of the results. Any intentional misrepresentations on the application will result in automatic expulsion. Dues will not be refunded.By becoming a member,you are giving the Palmetto Partisans Rangers permission to use your pictures on our web site and other normal use for the good of the unit.

4 Members who resign their membership or that are expelled will not receive any refund from dues.

5 We do not allow duel memberships with other War between the States reenacting groups. If that is a problem do not join our unit. Membership in another group is grounds for expulsion with no refund of dues.

6 As a member of the Palmetto Partisans Rangers, you will be expected to obey the rules of the event host.

7 Quiet time for our unit is from 11PM to 6AM. Please respect others members in our unit and obey this simple rule.

8 We are a family unit, but as courtesy to our host and our own unit, control your children. There are safety concerns as well , so know where your children are at. Because we are a family unit please be aware of your language.

9 Do not fire weapons on Sunday before noon.

10 Repeated volitions of these rules will cause expulsion

 

 

 

Officers General Membership:

1 The business of the Palmetto Partisan Rangers will be conducted by our President, who shall be elected from our general membership.

2 In case the President is unable to attend a meeting, are serve out his or her term the Vice-President will take his or her place.

3 The Secretary will take notes at our meeting and handle all monies.

4 The Quartermaster will take charge of all equipment (Horse tack, flags, tents, pots and pans, uniforms, dresses etc,) that belongs to the Palmetto Partisan Rangers .

5 For an event to count as an unit event for voting purpose at least 50% of the military must be present on the field. If it is a two day event you must be present both days.

6 To vote for President, Vice President, Quartermaster or secretary and any military officer or NCO you must attend 3 of our official events. In the unlikely event that we have only three official events in a year the attendance of 1 event will be required in order to vote.

6 To run for any office you must attend at least 1/2 of the events from the previous year.

7 Nominations for any office or event may be made from January 1st till the 15th. The nominations can be mailed or emailed to the secretary, but must be in his or her possession before midnight on the 15th.

8 All reasonable effort will be made to insure all voting members will have the nominations and event list by the 20th either by email or u.s. post office.

9 All votes must be received by mail or made in person on the last Saturday of January at a meeting place selected by the President, which should be convenient to the membership.

Officers and NCOs

Mounted:

1 Captain: This rank is decided on by the voting mounted members. We will be required to vote on this rank when our numbers reach 6.

2 Sergeant: This rank is decided on by the voting mounted members. When our numbers reach 4,we will be required to vote on this rank.

3 Corporal: This rank is decided on by the voting mounted members. When our numbers reach 8,we will be required to vote on this rank.

4 Lieutenant: This rank is decided on by the voting mounted members. When our numbers reach 12,we will be required to vote on this rank.

5 You must have been mounted in at least three events during the prior year to vote and in 50% to be an officer or NCO.

Dismounted:

1 When our dismounted numbers reach 4,they will be required to elect a Sergeant. When the dismounted numbers reach 6,they will be required to elect a corporal. When the dismounted reach 8 they will be required to elect a lieutenant. These ranks will be voted on by dismounted members only.

2 You must have been dismounted in at least three events during the prior year to vote and in 50% to be an officer or NCO.

 

Civilians:

1 You must have been participated in at least three events during the prior year to vote and in 50% to hold the office of President, Vice-President or secretary.

 

 

 

No list of rules or guidelines can completely address all situations. The President will have the final decision concerning the rules of the Palmetto Partisans Rangers The cavalry commander will have the final decision in any situation or dispute involving horse, rider or dismounted cavalry trooper.

Safety Regulations for Firearms:

1 No one will be allowed to preload pistols before arriving at an event or before passing a safety check by the Captain or ranking NCO or their designated safety officer.

2 Any weapon found to be unsafe or defective will be disqualified from use. The participate carrying a disqualified weapon must demonstrate repair or replacement to the designated safety officer prior to departure for an engagement or enter the engagement without the arm in question.

3 Rolled rounds for muskets or carbines must be made using paper only. This does not apply to weapons that use rubber or metal cartridges such as Smiths or Henrys.

4 No weapons or rounds are to be loaded near campfires or any other open flames. This means No Smoking while loading.

5 All carbines and revolvers will be elevated above the opponent’s head when discharged at ranges of 25 yards or less.

6 No cavalry combatant will deliver weapons fire within 25 feet of an artillery piece or limber.

7 Pistols and Carbines can be either muzzel or breech loading of period weapon design.

Safety Regulations for sabers:

1 Sabers and scabbards must pass a safety check by the Captain or ranking NCO or their designated safety officer.

2 The use of excessive force in saber contact will not be tolerated.

For safety concerns, we will leave the field if other units are using excessive force.

3 Striking an opponent horse or rider with any weapon is prohibited.

4 Grabbing or holding any portion of an opponent’s person, uniform or horse equipment is prohibited.

5 Bringing any weapon other than a saber (i.e. firearms) to bear upon a saber contestant in close quarters is prohibited.

6 The continuation of the attack after any participant in the engagement has been unhorsed or states in any manner that they no longer wants to participate in the battle is prohibited.

7 No-one will allow a drawn saber blade to drop beyond 45 degrees from the vertical when at 25 yards or less to the opposing force.

Safety Regulations for care of Horses:

1During any engagements, troopers mounted or dismounted will not charge horse holders or otherwise engage in activities that may spook horses linked together.

2 No mounted cavalryman will ride between a limber box and its associated artillery piece.

3 No one will ride or lead a horse into the camps of infantry, artillery, civilians, or sutlers.

4 Spectators and visitors will absolutely not be allowed to mount any horse.

5 All horses will be picketed in the designated cavalry camp.

6 All horses must have a valid current copy of the Coggins test.

7 Stallions will not be permitted to participate in our unit in any manner.

8 Physical abuse of horses will not be tolerated and will be grounds for expulsion from the unit. This includes drugging your horse before riding.

9 Anyone having a horse on the picket line may be subject to picket line watch during the hours of darkness or any other time that is deemed necessary by the cavalry commander of the camp, for the physical safety of the cavalry horses or event spectators.

10 Riders and horses will be ask to leave the field by the cavalry commander of the unit if safety concerns are present.

Horses and Tack:

1 Horse breed or gaited horses are at the rider’s discretion. However at some events paint horses or spotted Appaloosa's may not be accepted by the event sponsors.

2 Required equipment will be headstall, saddle, halter, lead line, link strap,reins,blanket and surcingle. Breast straps and cruppers are optional . The preferred saddles will be of 1859 McClellan Federal issue. Plantation and other known period types will be accepted. The preferred saddle blankets will be the blue wool with orange trim band issued for Federal use. Other blankets known to be of period type will be accepted.

3 Properly tacking all horses prior riding is the Whole units concern, speak up if you see something not correct. If someone needs help with equipment help them.

4 Scheduled feeding and picket line manure/debris cleanup is everyone’ concern. You will be asked to help.

 

 

 

 

 

 

 

 

5 Care and grooming of your horse is your duty.

6 Questionable equipment will be inspected by the cavalry commander and/or the senior NCO in the camp for acceptance. The decision of the inspecting officers will govern the use of the equipment in question.

Battle field safety:

1 All cavalry combatants mounted and dismounted are expected to obey the commands of the cavalry commander and NCO’s unless there is a safety concern on your part.

2 All cavalry members are expected to participate in all drills, demonstrations, battles and camp routines. Reasonable cause for absence from any cavalry activities will be determined by the cavalry commander or NCO.

3 The signal for a loaded artillery piece is implements crossed on the barrel. If this signal is observed or the artillery crew is waving combatants off - stay away from the piece. Always ride behind the artillery piece and limber box when crossing the field of fire of fixed or mobile artillery.

4 It is your responsibility to know the rules of engagement, camp routine and organization. Every event has different rules be sure to know what they are and follow them. Any individual or unit found in violation of the rules may be removed from the event by event officials. Do not let the other members down, fellow the rules.

UNIFORM GUIDELINES:

For the Palmetto Partisan Rangers:

1 Hats and caps: Kepi and bummers are preferred but other known period hat wear will be accepted.

2 Coats: Sack and Frock coats of jean wool are preferred but any period coat, military or civilian, will be accepted.

3 Shirts: Any known type of a period shirt will be accepted.

4 Trousers: Mounted type of jean wool is preferred, but any known period type will be accepted.

5 Footwear: Riding boots of the 1860’s era or period brogans will be accepted. Spurs are optional and any known period type will be accepted.

6 Canteens will be required for every cavalry man on the field.

7 Vest and other miscellaneous clothing will be of period issue or homespun.

8 No ear rings or other visible body piercing are allowed for troopers.

9 Be prepared to take the field as troopers with no rank insignia present on your uniform.

For Stoneman Raiders:

1 Coats: The 4 button sack coats made of dark blue wool is our preferred coat. Shell jackets and frock coats of Federal types will be accepted.

2 Trousers: Should be of sky blue kersey or dark blue wool. Mounted type preferred. Other period types will be allowed if they are approved by the host units.

3 Hats: Hats will be federal kepi or forage type for officers and forage cap for enlisted. Hardee hats are acceptable.

4 Footwear: Should be black riding boots of the 1860's era or period brogans. Spurs are optional.

5 Shirts, socks, vest and other miscellaneous clothing should be of period issue or homespun. White shirts are the preferred type.

6 All leather accouterments should be 1860's civil war Federal issue and black in color.

7 Canteens will be required for every Federal cavalry man on the field. A dark blue wool is the preferred color.

8 While the uniforms and equipment do not have to be absolutely correct. Each individual member will be inspected for reasonable Federal standards during the weapon safety inspection prior to taking the field. Those individuals not meeting minimum qualifying standards will be asked to take corrective action.

9 Be prepared to take the field as troopers with no rank insignia present on your uniform.

10 No ear rings or other visible body piercing are allowed for troopers.

Where and when we go.

  We reenact mostly in North and South Carolina. We start in Febuary and stop the first of June. After being off for the summer,we start back in September to December.
